Most operating model programmes begin with the current state: documenting how the organisation works today, then designing improvements. This means the target state is often a refinement rather than a redesign. The organisation chart may be restructured, but the underlying logic of how work is organised may not change. Processes may be streamlined, but whether they are the right processes may not be asked.
The Value Operating System starts from a different point. Instead of documenting what exists and improving it, VOS begins with what the organisation needs to be able to do — the capabilities — and designs outward from there.
This is a fundamental difference in orientation. Capability-led design asks: given the strategy, what capabilities does this organisation need? How mature are they? Where are the gaps? Which gaps matter most? The resulting design is shaped by strategic intent rather than current reality.

The accumulated cost of design decisions that were expedient at the time but create drag over time. Like technical debt in software, operating model debt compounds, is invisible until expensive, and requires deliberate effort to pay down.

Value leakage
The gap between what the strategy intended and what actually gets realised in operations. Value leakage lives in the handoffs, the workarounds, the governance that approves but does not follow through, and the capabilities that exist on paper but not in practice.

Design surviving implementation
The test of whether an operating model design is robust enough to work in practice, not just on paper. Most transformation programmes fail not because the strategy was wrong, but because the design did not survive contact with the organisation.
